תקציר:
בחמש השנים האחרונות נחשפו שרשרות אספקת המזון העולמיות לסיכונים שהתממשו מכל הסוגים ובעוצמות מבהילות - מגיפת הקורונה, מלחמת רוסיה אוקראינה, אירועי קיצון אקלימיים, סגירת נתיבי השייט בתעלת סואץ לכלי שייט מערביים לאור מלחמת ה-7 באוקטובר, מלחמת הסחר בין ארה״ב לסין ועוד. הסיכונים לא אירעו בנפרד אלא השפיעו זה על זה, וסימנו עתיד עתיר אי וודאות. זאת במיוחד בכלכלת אי כגון ישראל, שמסתמכת יותר ויותר על ייבוא בכלל וייבוא מוצרי מזון בפרט.
בסמינר תוצג העבודה המקיפה שנעשתה במרכז ארכימדס במסגרת פרויקט תגובת שרשרת, בשיתוף המכון למחקרי בטחון לאומי, מכון יסודות, ומכון גזית. זאת במטרה לנתח בפירוט את הסיכונים ואת המשמעויות שלהם לבטחון המזון בישראל. עבודת הניתוח כללה שיתוף של מומחים מטווח רחב של תחומי מחקר - מגאופוליטיקה ועד מידול אקלימי וכלכלי, אנשי מקצוע ונציגי ממשלה.
אודות המרצה:
ד״ר עמית אשכנזי הוא מומחה למדיניות סביבתית ולמדיניות חוסן. הוא סיים תואר שני באוניברסיטת ייל בארה״ב בניהול סביבתי, ותואר שלישי שהתמקד במדיניות חוסן באוניברסיטת דלפט שבהולנד. עמית ניהל את עבודת המומחים על פרויקט תגובת שרשרת במסגרת פוסט-דוק משותף של מרכז ארכימדס והמכון למחקרי בטחון לאומי תחת ההובלה המשותפת של פרופ׳ ורד בלאס וגלית כהן.
עמית ניהל את השדולה הסביבתית-חברתית בכנסת תחת ח״כ דב חנין, ועובד שנים רבות כיועץ וחוקר בתחומי הסביבה והחוסן עם משרדי ממשלה, השלטון המקומי, עמותות וקרנות, וגופים בינלאומיים כגון האיחוד האירופי והאו״ם בישראל, באירופה ובאפריקה.

Over the past five years, global food supply chains have been exposed to multiple, high-impact risks—including the COVID-19 pandemic, the Russia–Ukraine war, extreme climate events, the closure of the Suez Canal to Western vessels following the October 7 conflict, and the US–China trade war. These risks have not occurred in isolation but have interacted with one another, creating a future of heightened uncertainty, particularly for an island economy like Israel, which relies increasingly on imports, especially of food products.
This seminar will present the comprehensive work conducted at the Archimedes Center as part of the Chain Reaction Project, in collaboration with the Institute for National Security Studies (INSS), the Yesod Institute, and the Gazit Institute. The project aimed to examine in detail the risks to Israel’s food supply and their implications for national food security. The analysis incorporated insights from experts across diverse fields including geopolitics, climate and economic modeling, as well as practitioners and government representatives.
About the Speaker:
Dr. Amit Ashkenazi is an expert in environmental and resilience policy. He holds a Master’s degree in Environmental Management from Yale University and a PhD in Resilience Policy from Delft University, Netherlands. Dr. Ashkenazi led the expert team on the Chain Reaction Project as part of a postdoctoral collaboration between the Archimedes Center and INSS, under the joint guidance of Prof. Vered Blass and Galit Cohen.
He has previously led the Environmental-Social Lobby in the Israeli Knesset under MK Dov Khenin and brings extensive experience as a consultant and researcher in environmental and resilience policy, working with government ministries, local authorities, NGOs, foundations, and international organizations such as the European Union and the United Nations in Israel, Europe, and Africa.
