ד"ר יודן רופא

יודן רופא הוא מרצה בכיר בעיצוב אורבני ותכנון עירוני במחלקה למדעי הסביבה, הגאו-אינפורמטיקה ותכנון ערים באוניברסיטת בן גוריון בנגב. מחקריו עוסקים בעיצוב אורבני, דפוסי תנועה ושימושי קרקע, תכנון שכונות, רחובות ושטחים ציבוריים פתוחים, ודפוסים מרחביים של התיישבות לא-פורמלית בעולם ובהתיישבות הבדואית בנגב בפרט. הוא מייעץ בנושאי תכנון ועיצוב אורבני, בעיקר בהקשר של פרויקטים תחבורתיים. לאחרונה כיועץ לתנועה מקיימת עבור התוכנית האסטרטגית של העיר אשדוד וחבר בצוות המכין מסמך מדיניות לעירוניות מוטת הליכה עבור "נתיבי איילון". יודן הוא ממייסדי עמותת "מרחב" – התנועה לעירוניות בישראל, היה חבר הוועד המנהל שלה, והיום חבר בוועדת הביקורת של העמותה.

Dr. Yodan Y. Rofé

Senior Lecturer of Urban Planning and Design at the Department of Environmetal, Geoinformatic and Urban Planning Sciences, Ben-Gurion University (BGU), Israel and Course Director at "Building Beauty: Creating living wholeness in the built world." An international post-graduate program based in Italy and online. His research interests include: beauty, order and complexity in the built environment, informal settlements, urban morphology, sustainable urban design, cognition and feeling in the built environment and street design.

Israel faces two major urban planning crises: severe transportation congestion causing long, unreliable commutes, and a housing affordability crisis where central area housing is out of reach for many lower and middle-class households. The government's response has been to develop large-scale housing in peripheral areas without adequate public transport, forcing households to either endure high housing costs or long commutes. This research aims to systematically understand and map this dual injustice by expanding Martens' (2017) transportation justice measure into a combined Housing+Transportation (H+T) Justice Index. The goals are to: (1) incorporate cost factors into the transportation justice index; (2) adapt international H+T affordability research to Israel; and (3) create an open-source planning tool to help planners and households assess land use and transportation in terms of combined H+T costs and fairness.
